About the Presentation

Officials from the City of Columbus Division of Sewerage and Drainage, Division of Water, and Recreation and Parks Department will provide attendees with an update on each of their respective departments. The presentation will discuss initiatives, work completed in 2022, and projects planned in the coming year.

ROB PRIESTAS, P.E., ADMINISTRATOR, DIVISION OF SEWERAGE AND DRAINAGE — CITY OF COLUMBUS, DEPARTMENT OF PUBLIC UTILITIES

Rob Priestas currently serves as the Administrator for the Division of Sewerage and Drainage (DOSD) within Department of Public Utilities, City of Columbus. Rob’s responsibilities include oversight and management of the City’s two wastewater treatment plants, biosolids compost facility, sewer maintenance operation center, pretreatment program, stormwater regulatory compliance, and all stormwater and wastewater engineering functions. The Division consists of approximately 450 employees with annual operating budget exceeding $270 million including capital debt service, maintenance, and operations.

TIMOTHY HUFFMAN, P.E., SECTION MANAGER, DIVISION OF WATER, WATER DISTRIBUTION ENGINEERING SECTION – CITY OF COLUMBUS

Tim is the Section Manager for the City of Columbus Division of Water, Water Distribution Engineering Section.  He has a Bachelor of Science in Civil Engineering degree from Ohio University, with more than 25 years of experience in the engineering field. He is a member of AWWA and is the past chair for the OAWWA Distribution Committee.  

Tim has been with the City for over 16 years.  He began his career at the City as a project engineer in the Water Distribution Engineering Section.  As a project engineer he managed several capital improvement projects such as water line replacement and rehabilitation, transmission mains, elevated storage tanks, booster stations, and the Supervisory Control and Data Acquisition (SCADA) System Upgrade.  As the manager of the Water Distribution Engineering Section, he is responsible for the capital improvement and operations budget, along with the design, planning, and operations groups.  These groups are responsible for all of the capital improvement projects, plan review, backflow compliance, hydraulic modeling for the distribution system, pump and meter testing, water loss recovery, and several other distribution related items. 

JAMES MILLER, P.E., DESIGN AND CONSTRUCTION SECTION MANAGER — CITY OF COLUMBUS, RECREATION AND PARKS DEPARTMENT

Jim Miller is a Public Servant and Professional Engineer with over 20 years of experience working in the private and public sectors. The first half of his career was spent in the private sector delivering projects that required a technical focus on construction management, bridge, roadway, and traffic engineering. In 2008, Jim entered the Public Sector and is now the Section Manger of the Design and Construction Section for the City’s Recreation and Parks Department. The Department’s mission, To connect people through the power of Nature, Wellness, and Creativity is partly facilitated by 29 community centers, 5 athletic complexes, 6 golf courses, 8 pools, 6 splash pads, over 130 miles of regional trails, 14 Nature Preserves, 1, soon to be 3 skate parks, and over 370 parks all on over 8,200 acres of land. While keeping Customer Service a focus, to facilitate, maintain, and sustain such a large cross section of public amenities, Jim's section oversees, Architects, Civil, Structural, Mechanical, and Electrical Engineers and various trades to accommodate the needs of the City.

JAMES PAJK, P.E., ASSISTANT ADMINISTRATOR, DESIGN AND CONSTRUCTION - CITY OF COLUMBUS, DEPARTMENT OF PUBLIC SERVICE

Jim has worked for over 4 years as the current Assistant Administrator in Design and Construction for the City of Columbus Department of Public Service.  Prior that he worked over 21 years for the Franklin County Engineers office as the Deputy Bridge and Highway Engineer. In his position at the City of Columbus, Jim helps oversee the delivery of over $100 Million annually in Capital Improvement Projects as well as the approval of private projects that impact the public right of way.  Since graduating from the University of Toledo in 1990 Jim has been actively involved in ASCE.  He is a past president for the Central Ohio Section and the Ohio Council of Local sections where he still serves as treasurer.  He has been an ASCE Advocacy Captain since, 2015, past member of the ASCE Public Policy and Practice Committee and currently serves as chairperson for the ASCE Transportation Policy Committee.
